Today, a friend called me to inquire about the processing of my certificate of origin. Regarding the certificate of origin, I would like to share my insights with everyone based on my practical experience.

What is a Chinese Certificate of Origin? The certificate of origin is a legally binding document that proves the origin of exported goods in China. It is the "economic passport" and "customs clearance coupon" in international trade. With a certificate of origin that meets the requirements, exported goods can enjoy corresponding tariff reductions and exemptions in the importing country, significantly reducing customs clearance costs and enhancing the competitiveness of the product in the international market.

Many companies only know the customs channel for handling channel selection. But you can also apply for a certificate of origin through the "China Council for the Promotion of International Trade" channel.
Customs channel: Log in to the China International Trade "Single Window", enter the "Business Application - Customs Certificate of Origin" module, or declare through the "Tax Business - Origin Management" section of the "Customs Government Service Integration Platform", suitable for the vast majority of export enterprises to handle various preferential and non preferential certificates of origin.

Channel of the China Council for the Promotion of International Trade: Log in to the online visa system for origin of the China Council for the Promotion of International Trade, complete registration and association, and apply for it. It supports enterprises to independently print and verify the authenticity of certificates online, and is suitable for various general origin certificates and commercial origin certificate businesses.
How to obtain a "Certificate of Origin". Enterprises preparing for the first application in the early stage need to complete account registration and information association: after completing real name authentication through a mobile phone number, the personal account is bound to the enterprise entity. If there is already an enterprise code, it can be directly associated with existing information. If there is no code, follow the prompts to fill in the enterprise qualification information to complete the filing. At the same time, prepare a stamped copy of the business license, export invoice, packing list, customs declaration pre record form, product cost breakdown form in advance. In special situations, additional materials such as proof of origin from other places and transportation route instructions need to be provided. All accompanying documents must ensure consistent information and clear official seals.
Before formally applying for a certificate, the product pre-approval needs to be completed by submitting the corresponding export product information in the system. Generally, a single entry filling method is used. After the pre-approval is passed, the subsequent certificate application can be initiated to avoid rejection due to non-compliance with the rules of origin of the product information.
Select the corresponding certificate type for certificate declaration, fill in the basic information and product details of the certificate according to the system prompts, upload relevant supporting materials, confirm that all content is accurate and correct, and submit it to the visa agency for review. The system comes with an information reuse function, allowing for direct retrieval of historical data for products that have been repeatedly exported, greatly improving the efficiency of reporting.
After the review and issuance of the visa agency, enterprises that have opened the permission for self printing can directly print the certificate in A4 paper color locally. Enterprises that have not opened the permission for self printing can choose to go to the visa window to collect the certificate on-site.
Certificate information error: If the content of the issued certificate is found to be incorrect, you can apply for changes to the original visa agency within the validity period of the certificate and return the original certificate.
Overdue reissuance rules: The vast majority of certificates can be applied for reissuance within one year from the date of shipment of the goods. Some special certificates have exclusive time limit requirements, such as the Asia Pacific Trade Agreement Certificate of Origin, which needs to be applied for within three working days after shipment, and the ECFA certificate, which needs to be reissued within 90 days from the date of export customs declaration.
For titanium and titanium alloy manufacturers, planning and standardizing the application for certificates of origin in advance can significantly enhance the international competitiveness of their products and help "Chinese titanium" enter the global market. With the development of aerospace, deep-sea equipment, new energy, and high-end manufacturing, China's titanium and titanium alloy industry has broad prospects. The certificate of origin is not only a trade tool, but also a bridge connecting Chinese manufacturing with the global market. It reflects China's important position in the global supply chain and provides policy dividends for enterprises to participate in international competition.
